W3C Publishes Updated WCAG Evaluation Methodology 2.0

The World Wide Web Consortium (W3C) has released an updated version of its accessibility evaluation framework, publishing the WCAG Evaluation Methodology 2.0 as an official W3C Group Note. The new methodology provides refreshed, technology‑agnostic guidance for evaluating how well digital products conform to the Web Content Accessibility Guidelines (WCAG) 2, the global standard for web accessibility.

The publication marks the first major update to the methodology since WCAG‑EM 1.0, originally released in 2014. The new version expands the framework to better support modern digital products, including web applications and mobile apps, which have become central to accessibility compliance efforts in many jurisdictions.

What the WCAG Evaluation Methodology 2.0 Does

WCAG‑EM 2.0 outlines a structured, five‑phase process for accessibility evaluation:

  • Define the evaluation scope
  • Explore the target digital product
  • Select a representative sample
  • Evaluate the sample against WCAG 2
  • Report the findings

The methodology is designed to support self‑assessments and independent third‑party audits, offering a consistent framework that helps evaluators avoid common mistakes and produce more comparable results.

No New WCAG Requirements

W3C emphasizes that WCAG‑EM 2.0 does not introduce new WCAG success criteria or requirements, nor does it replace WCAG 2. Instead, it provides practical guidance on how to evaluate digital products against the existing standard. This distinction is important for organizations concerned about regulatory compliance: WCAG‑EM 2.0 clarifies process, not rules.

Broader Applicability for Today’s Digital Landscape

The Accessibility Guidelines Working Group notes that the updated methodology better reflects the realities of modern accessibility evaluation. The draft seeks feedback on whether the terminology and sampling approach align with how evaluators assess apps, which are increasingly subject to legal accessibility requirements.

Adoption of the WCAG-EM 2.0

Early adopters, including the Centre for Accessibility Australia, have already begun updating their auditing processes to align with WCAG‑EM 2.0. The organization reports that the methodology provides a clearer, more consistent framework for conducting accessibility evaluations across different types of digital products.
