
Senate Bill 64 establishes the Special Education Act, codifies the Office of Special Education (OSE) within the Public Education Department, and takes effect July 1, 2026.
Creates a deputy secretary for special education reporting to the public education secretary to lead statewide leadership, equity, compliance and enforcement of the federal IDEA and state special education law.
Requires the OSE to develop and maintain a uniform online IEP system for all school districts and charter schools to improve consistency, compliance, progress monitoring, and transparency.
Updates statutory definitions, incorporates best practices (including supports for dyslexia), and aligns state law with federal requirements to modernize and stabilize services from early childhood through college and career.
